Expert Review Conference for Soft Topics on IPR Higher Education Held, Zhang Qin Presides Over the Conference

 

Recently, SIPO holds the expert review conference to assess the Research on China’s IP Higher Education Mode and the Investigation to Issues Related to IP Education and Talent Training in Colleges and Universities, two soft topics respectively undertaken by Shandong Provincial IP Administration and Shanghai University IP School. SIPO Deputy Commissioner Zhang Qin presides over the conference.

At the review conference, Mr. Zhang points out that China National IP Strategy is changing from formulation phase to implementation phase and it is of great realistic significance to launch researches on IP talent education and training. He stresses that measures should be taken to pragmatically enhance the application of the achievements of soft topic researches, and further purify opinions and suggestions of the research reports so as to provide solid decision-making supports for China National IP Strategy implementation.

At the conference, the review board listens to reports of the topic research groups and inquires related questions. After deliberation, the review board remarks that the Research on China’s IP Higher Education Mode has comparatively systematic exploration in an all-round way on the reform and development of China’s IP higher education through ways of documents research, expert consultation and on-the-spot investigation. The topic research group investigates into the subject attributes of IP and its new position, discusses the discipline structure of IP higher education with Chinese characteristics, puts forward suggestions on the education structure combining undergraduate education, postgraduate education and in-service education and makes proposals such as establishing IP colleges in China; based on China’s national situation, the research, which is comparatively innovative, can provide important references for the government and related departments to research, formulate and improve related policies.

The review board notes that the Investigation to Issues Related to IP Education and Talent Training sums up the structures of IP teaching and researching organizations in China’s colleges and universities and the modes of fostering IP talents through sample- and questionnaire-based investigation in the manner of combining theoretical research and case analysis; on the basis of mastering the history and status quo of China’s IP talent training, the research puts forward the integrated foundation and policy suggestions of reforming and improving China’s IP personnel training, supplying important reference for China to improve IP education and personnel training and implement of its National IP Strategy.

The review board consists of Nie Binghua, Deputy Director of the Culture Department of the Policy Research Office of CPC Central Committee, Wu Yujin, Vice President of PLA Academy of Armored Force Engineering, Prof. Wang Jifa, Vice President of Yantai University, Wang Chunfa, Director of Investigation and Publicity Department of China Association for Science and Technology, Xia Juan, Deputy Chief of the Division of Policy and Regulation under the Ministry of Education, Ma Fang, Director of China IP Training Center and Bai Zhaolin, Office Director Assistant of SIPO, with Mr. Nie as the chairman. Heads of related departments of SIPO attend the review conference.
