Recently, SIPO and Ministry of Public Security (MPS) jointly issue the Circular on Establishing Coordination and Cooperation System to Jointly Strengthen IPR Protection (hereafter referred to as the Circular), trying to strengthen coordination and cooperation between IP administrations and public security authorities of various levels in cracking down on IPR infringement and criminal cases.

The Circular requires IP administrations and public security authorities of various levels to stress and energetically strengthen IPR protection and establish coordination and consultation mechanism; efforts should be made to promote coordination of administrative law enforcement and criminal justice, strengthen the work of handing over clues of such cases to public security authorities and information report, intensify supervisions upon important cases, launch researches and internal trainings to strengthen the basic work in grassroots units, jointly initiate publicity and education to create a sound environment of IPR protection and strengthen guidance, examination and supervision of the implementation of the work.

In recent years, national IP administration system have sound coordination and cooperation with public security authorities in the special actions of IPR protection. In February 2007, SIPO and MPS jointly issues the Circular on Severely Cracking Down on Illegal and Criminal Activities of Fraudulence Under the Guise of Prize Awarding and Other Means, deploying the action of cracking down on the illegal and criminal activities of fraudulence under the guise of prize awarding and other means. During the action, the public security authorities unearth two gangs of fraudulence in Hubei and Beijing in succession. Meanwhile, some provincial IP administrations such as Henan and Zhejiang also establish the liaison system connecting public security authorities and IP administrations, achieving sound effect. The Circular will surely create a sound atmosphere to implement the national IP strategy by systemizing and normalizing the coordination and cooperation system between the two systems, which is conducive for the national IP administration system to improve their law-enforcement capacity and further perfect IPR protection system.
