Headed by Bai Keming, Member of the Standing Committee of the National People’s Congress (NPC) and Chairman of NPC Education, Science, Culture and Health Committee, a research group launches a two-day investigation on the modification work of the Patent Law in Beijing through manners such as holding forums. SIPO Commissioner Tian Lipu accompanies the group and participates in the forums.
The research group holds forums of related departments at the Standing Committee of the People’s Congress of Beijing Municipality and Beijing Municipal Higher People’s Court, forums of the court setups and forums of patent agencies. At the forums, leaders from the NPC Standing Committee and Mr. Tian listen to the views and suggestions of the governmental departments such as Beijing IP Administration, judicial authorities like Beijing Municipal Higher People’s Court and patent agencies such as China Science Patent and Trademark Agent Ltd. on the draft of modified Patent Law and launch deep and concrete discussion with other participants on issues such as the encourage mechanism of service invention and patent creation, strengthening of patent administrative law enforcement, the coordination and improvement of the patent invalidation and follow-up procedures of judicial remedies, and the confirmation of the compensation standards of patent infringements.
After the forums, the research group visits Beijing Hanwang Science and Technology Co. Ltd., and holds an enterprise forum, listening to the views and suggestions of related enterprises like the Institute of Computing Technology of Chinese Academy of Sciences and Lenovo Group Co. Ltd. on the modification work of the Patent Law.
According to the legislative schedule, the draft of revised Patent Law will be submitted to the NPC Standing Committee for the first discussion in the last-10-day period of August. According to related stipulations, relative panels should make corresponding preparations for the work. Previously, NPC Education, Science, Culture and Health Committee has launched researches for the modification work in Guangdong and Shanghai. (Yao Xin)
