He Hua Meets Commissioner for Patents of the U.S. Patent and Trademark Office

 

On July 9, SIPO Deputy Commissioner He Hua meets the visiting Commissioner for Patents of the U.S. Patent and Trademark Office (USPTO) John Doll and his party, exchanging views on strengthening cooperation and exchanges in patent examination.

Mr. He points out that though SIPO has become one of the most important IP offices in the world, China still is a developing country and SIPO is still a developing IP office. In the cooperation, we should take our bearing capacity and factors in other aspects into consideration. As WTO members, many countries including China and the United States should abide by the basic requirements and regulations of WTO. However, great difference still exists in various countries in some specific sectors. He points out that the long-term bilateral cooperation will be the basic work.

John Doll expresses appreciation to the achievements made by SIPO in recent years. He believes that SIPO’s achievements in patent examination are surprising, especially in shortening the examination cycle. He puts forward many suggestions on the format of patent application, application classification system and sharing of examination achievements, and proposes to establish the system of liaison in the working layer to further strengthening cooperation consultation.
