The General Office of the State Council Issues the Provisions on the Major Responsibilities, Internal Institutions and Staffing of SIPO

 

The General Office of the State Council recently issues the Provisions on the Major Responsibilities, Internal Institutions and Staffing of SIPO (hereafter referred to as the Provisions), clarifying SIPO's major responsibilities, internal institutions and staffing.

According to the Provisions, SIPO is mainly responsible for: organizing and coordinating the work of IP(Intellectual Property) protection nationwide to promote the construction of IP protection working system, standardizing the basic orders of patent administration, drafting the policies of foreign-related IP works, formulating the development plans for the national IP work and patent working plans, examining and approving special working plans, constructing the public service system of the national patent information, making joint efforts with related departments in promoting the spreading and utilization of patent information, undertaking the work of collecting patent statistics, devising the standards for confirming the exclusive rights of patent and integrated circuit layout designs, appointing organizations to administrate the right confirmations, organizing and launching the work of publicizing and popularizing patent-related laws, regulations and policies, drafting the working plans related to IPR education and training according to regulations, and handling other affairs arranged by the State Council.

 

In terms of internal institutions, according to the Provisions, SIPO will set up the Protection and Coordination Department, and the Coordination and Administration Department will be renamed to Patent Administration Department in light of its internal functions. Meanwhile, the International Cooperation Department will be authorized to handle patent and IP affairs related to Hong Kong, Macao and Taiwan.
