On August 1, the press conference of the policy of IPR pledge loan with discount interest of Haidian District, Beijing is held, formally inaugurating the policy of IPR pledge loan with discount interest. SIPO Deputy Commissioner Zhang Qin speaks at the press conference.
Mr. Zhang points out that IP has currently become an important factor influencing a country’s development, and IP strategy is an important strategy for many countries to improve their core competitiveness. On June 5, China issues the Compendium of China National IP Strategy (hereafter referred to as the Compendium), setting the direction for China’s IP work for a long period of time in the future. However, the spirit and requirements of the Compendium cannot be effectively implemented without concrete IP work from various regions, especially their innovative IP work.

At the press conference, Beijing Science and Technology Commission signs a cooperation agreement with Bank of Communications CAS Sub-branch. Meanwhile, Bank of Communications CAS Sub-branch also signs agreements of IPR pledge loans with Beijing Top Electric Co. Ltd. and Beijing Kery Bio-Pharmaceutics Co. Ltd. respectively, with the loan volume totaling 13 million yuan.

Aiming at helping small and medium-sized high-tech enterprises with independent IPRs in Haidian District resolve their fund difficulties, the policy of IPR pledge loan with discount interest is initiated to find out a new financing channel for enterprises. The policy can make the cost of IPR pledge loan of small and medium-sized high-tech enterprises lower than the cost of traditional loan, achieving the goal of encouraging small and medium-sized enterprises to create and transform IPRs and helping enterprises to improve their innovation capacities.
