On August 12, the Joint Conference of IP Cooperation Between East, Central and West Regions and the Signing Ceremony of Counterpart Support Cooperation Agreement is held in Urumqi, capital of Xinjiang Uygur Autonomous Region. Tian Lipu, SIPO Commissioner, and Erkenjiang Tulahong, Member of the Standing Committee of CPC Xinjiang Uygur Autonomous Region Committee, attend the conference and deliver speeches.

Mr. Tian points out that it is an important act of implementing the spirit of the CPC Central Committee to exert the advantages in IP sector in China’s east and central regions and to promote IP development in Xinjiang in the form of counterpart support and cooperation. Strengthening IP cooperation between the east, central and west regions is the important measure of promoting coordinative development in different regions and encouraging east region to bring along and help the central and west regions, which are put forward at the 17th National Party Congress.

Mr. Tian notes that mobilizing and organizing the IP forces nationwide to support Xinjiang and establishing a long-term mechanism and a new mode of multilateral cooperation and win-win mutual benefit in supporting Xinjiang in IP sector are the important acts to implement the scientific outlook on development and carry out China’s national IP strategy, as well as the important measures for the IP to serve China’s regional development strategy and promote constant development of regional IP cause. These acts and measures not only play the supporting and promoting roles in economic development in minority regions, but also help IP serve the regional economic and social development, strengthen interregional IP cooperation and encourage cross-regional flow of IP resources.

Mr. Tian puts forward four suggestions: First, fully improving the recognition to Xinjiang’s strategic position; second, fully realizing the important significance of IP cooperation in supporting Xinjiang; third, starting from the systematic mechanism; and fourth, finding out the correct point to cut in from the real situation. He stresses that to launch IP cooperation, we should adhere to the philosophy of seeking truth from facts, and no uniformity should be imposed in the forms and contents of support and cooperation, which should bear different characteristics.

In order to deeply implement the spirit of the 17th National Party Congress and promote the work of supporting Xinjiang in IP sector, Guangdong Provincial IP Administration and Xinjiang Hami Regional Administrative Office, Shanghai Municipal IP Administration and Xinjiang Aksu Regional Administrative Office sign agreements of counterpart support respectively and have achieved prominent results.

Heads of related departments of SIPO, related department of Xinjiang Uygur Autonomous Region People’s Government and some local IP administrations participate in the conference and signing ceremony.
