Tian Lipu Meets with His Canadian Counterpart

 

On November 3, SIPO Commissioner Tian Lipu meets with Mary Carman, the visiting Commissioner of Patents, Registrar of Trade-marks and Chief Executive Officer of CIPO and her party. They have an in-depth discussion on IPR-related issues under the amiable and friendly atmosphere.

Mr. Tian first expresses his welcome to Ms. Carman and her party, and briefs on the general situation and functions of SIPO. He notes that the Protection and Coordination Department newly established by SIPO will be responsible for coordinating the work of IPR protection nationwide and implementation of the Compendium on China National IP Strategy. Mr. Tian also stresses on the third amendment to Patent Law, saying that the Standing Committee of the National People's Congress has had the first discussion on the revision draft and it is expected to be approved in the first half of 2009. In addition, the draft of the Implementation Rules on Patent Law has been basically finished and will be announced for public opinion solicitation in the near future.

 

Mr. Tian points out that although R&D of new technology is rarely impacted by economic fluctuation, we still need to pay close attention to economic development and scientific innovation in face of the current financial crisis and its influences to economic development and scientific and technological innovation. He hopes China and Canada could strengthen exchanges in this regard. Mr. Tian says that at present, Canadian IP Office is committed to developing itself into a customer-oriented public service institution with the goal of improving customers' satisfactory levels, which is consistent with the objectives and desires of SIPO. Thus it is very necessary to strengthen the exchanges and cooperation between the two offices to improve the capacities of IP departments of serving the public and enterprises and increasing the awareness IPR protection among the publics.

Ms. Carman expresses her appreciation to the fruits made by the Chinese Government in IP work and introduces the work of Canadian IP Office. She indicates that China and Canada could learn from each other as the two countries are facing the similar tasks in many fields. She says that China and Canada can strengthen exchanges and cooperation in specific areas such as IP training.
