Yang Tiejun delivers a speech

 

On November 4, SIPO and the European Patent Office (EPO) jointly hold the SIPO-EPO Joint International Seminar on Automatic Machine Translation in Beijing. SIPO Deputy Commissioner Yang Tiejun and Director of the EPO's China Program Pedro Osona participate in the seminar and deliver speeches.

Mr. Yang points out that diversity of language is a realistic challenge we must face in IP field, especially in patent field. Thus, various major patent offices worldwide start to launch the work of researching and developing machine translation tools for patent documents in succession. Currently, automatic machine translation technology has become one of the important tools of various patent offices worldwide in promoting the dissemination and utilization of patent information. Patent offices of the EU, Japan and the Republic of Korea and SIPO have successfully developed their own machine translation system and have accumulated experience in this regard. Meanwhile, the World IP Organization also made an outstanding achievement in glossary management.

 

Mr. Yang notes that the seminar establishes a platform for participants to exchange views, discuss problems and share experience. He hopes the seminar could bring some new viewpoints and ideas for the future development of machine translation technology, further promote related R&D and perfection work, and provide help for further promoting the future exchanges and cooperation of various patent offices and various organizations in the area of machine translation.

 

The seminar discusses the status quo and future trends of the development of machine translation technology, mainly introduces the development and application of the current machine translation system in IP organizations of some major non-English countries and regions such as China, the EU, Republic of Korea and Japan, and the hotspots, difficulties and solutions of the current machine translation technology.

 

Representatives from the WIPO, SIPO, EPO, Korean Intellectual Property Office and Japan Patent Information Organization speak at the seminar. Experts from the US Patent and Trademark Office and National Industrial Property Institute of France are invited to the seminar. More than 150 experts and scholars from domestic and overseas enterprises, universities and scientific research institutes participate in the seminar.

SIPO completes the Chinese-English Chinese Patent Machine Translation (CPMT) system based on mixed solutions with the function of automatic online service this year. The system comes into service via the governmental portal website of SIPO on the World Intellectual Property Day, enabling foreign inventors to effectively retrieve China's patent documents. This indicates the dissemination and application of China's patent information in the world has entered a new stage.
