Zhang Qin Meets with U.S. Law Expert in Beijing

 

On November 11, SIPO Deputy Commissioner Zhang Qin meets with the visiting U.S. senior law expert Art Wineburg, who is also the partner of Akin Gump Strauss Hauer & Feld LLP, in Beijing. Both parties exchange views on IP-related topics in the amiable and friendly atmosphere.

Mr. Zhang first expresses his welcome to Art Wineburg and his party and specially introduces the Compendium on China National IP Strategy and the third modification of the Patent Law. He points out that China's national IP strategy has become one of the important strategies promoting the country's social and economic development. The issuance and implementation of the Compendium on China National IP Strategy indicates China has entered the stage of carrying out the national IP strategy. Meanwhile, the Standing Committee of the National People' Congress has reviewed the modification draft of the Patent Law for the first time and is expected to pass the modification in the first half next year. He says that the Protection and Coordination Department newly established by SIPO undertakes the function of organizing and coordinating the work of IPR protection nationwide, and is responsible for the work such as organizing the implementation of the national IP strategy. He hopes Mr. Art Wineburg could make great contribution in areas such as IP cooperation between Chinese and U.S. enterprises.

Mr. Art Wineburg expresses his gratitude for Mr. Zhang's meeting and shows appreciation to the achievements made by Chinese Government in IP sector. He says that about a half of the cases accepted by the U.S. International Trade Commission are concluded via mediation and the proportion of defendant losing lawsuits is only 25 percent of the total. He indicates that he is willing to do something benefiting both sides in aspects such as IP cooperation between Chinese and U.S. enterprises.
