In order to deepen the work of IPR safeguarding assistance and promote the work into a new high, the National Working Seminar of IPR Safeguarding Assistance, sponsored by SIPO, is held by Chongqing IP Administration on November 19, 2008 in Chongqing. SIPO Deputy Commissioner Zhang Qin attends the seminar and delivers a speech.
Mr. Zhang points out that establishing the mechanism of IPR safeguarding assistance is the unavoidable requirement of implementing the Scientific Outlook on Development and the important task of the current and the long-term work. The construction and development of IPR safeguarding assistance center should fully draw on the good experience of the kind at home and abroad.
Related official from SIPO Patent Affairs Administration Department introduces the information related to the national IPR assistance centers. Representatives from IP administrations in Shanghai, Jiangsu, Guangdong and Hunan exchange the experience of IPR safeguarding assistance center construction, analyze the major difficulties in the process of the construction according to the reality of various regions, raise some problems and suggestions and discuss the measures of further promoting the work of IPR safeguarding assistance.
Up to date, SIPO has approved 44 such centers nationwide to launch the work of IPR safeguarding assistance, aiming at supplying services of IPR protection and utilization for right holders and enterprises, and helping them better resolve the IPR-related problems during their economic activities. The work is conducive to improving China's IPR legal environment, promoting the effective operation of IP system, increasing the capacity of IPR protection and utilization of Chinese enterprises, especially export-oriented enterprises, lifting their core competitiveness, giving full play to the roles of IP in optimizing resource allocation and transforming developing modes, and promoting the sustainable development of the economy and society.
This is the first national seminar on the work of IPR safeguarding assistance in China. More than 130 people including related heads of SIPO Planning and Development Department, SIPO Development and Research Center, Shanghai IP Administration and Chongqing IP Administration and representatives from IP administrations of more than 40 provinces, autonomous regions and municipalities such as Beijing, Shaanxi, Sichuan, Henan, Anhui, Ningbo and Wuhan attend the seminar.
