The 15th China-Japan Commissioners' Meeting and the 30th Anniversary Celebration for China-Japan IP Exchange Held in Tokyo

On December 8, the 15th Commissioners' Meeting of SIPO and Japan Patent Office (JPO) and the 30th Anniversary Celebration for China-Japan IP Exchange is held in Tokyo. Both parties sign Sino-Japanese Cooperation Agreement on Intellectual Property Training Agencies and the Letter of Intent on Industrial Property Information Data Exchange. More than 180 people including SIPO Commissioner Tian Lipu, SIPO former Commissioner Gao Lulin and JPO Commissioner Takashi Suzuki attend the activity.

Mr. Tian points out while addressing the activity that China's IP cause maintains rapid improvement with the development of the country's reform and opening up. During the process, Japan gives China supports and helps in areas of patent legal system construction, talent fostering, exchanges of patent examination and corporate patent administration. The establishment of the dialogue mechanism between patent commissioners of the two countries in 1994 indicates that the cooperation between the two offices has entered a new historical stage, and has been developing deeply and extensively. In 2001, the dialogue mechanism of patent commissioners of China, Japan and the Republic of Korea is established, making Sino-Japanese IP cooperation develop to the direction of multilateral coordination, indicating important position of Sino-Japanese cooperation in IP sector in Asia.

 

At the conference, Mr. Tian also introduces the formulation of the Compendium on China National IP Strategy and the information related to the third modification to China's Patent Law to his Japanese counterpart. He expresses his thanks to all the new and old friends who have made outstanding contributions to the exchanges and cooperation between SIPO and JPO for so many years. He stresses that today when the economic trade has gone beyond the borders between countries, the roles of IP system in international exchanges are becoming prominent and the international community is accelerating its IP system reforms, a developing Japan needs to cooperate with China, and a reforming China also needs to cooperate with its friendly neighbors. According to Mr. Tian, China and Japan should continue to launch all-dimension cooperation of mutual benefit in IP sector in the future to increase their common interests, and promote mutual understanding on affairs of the region to strengthen the bilateral, multilateral and regional IP cooperation, so as to realize the commitment that "China and Japan that adhere to peaceful development will bring huge opportunities and interests to Asia and the world" made at the China-Japan Joint Statement signed in May 7 this year.

 

Mr. Takashi Suzuki praises the friendly cooperation between SIPO and JPO since 1978. He points out that in recent years, the number of patent applications from China in Japan increases dramatically and has exceeded 30,000. Exchanges between Japan and China in terms of IP affairs and cooperation between enterprises and governments are also very effective. He hopes that China's IP system can be more perfected, China's patent examination quality can be further improved and the cooperation between the two offices can be further developed. Mr. Takashi Suzuki also expresses his appreciation to the publication of the Album Commemorating the 30th Anniversary of China-Japan IP Cooperation.

 

During the activity, Mr. Gao also delivers a speech. Experts from IP circles in China and Japan have full exchanges on issues of both concern.
