The Circular proposes 10 measures from the aspects of prevention, aid and assistance to enterprises. The Circular points out, it is necessary to guide enterprises to strengthen IPR management at overseas exhibitions and urge enterprises to strengthen self-examination on the IPR of exhibiting products. Related departments shall strengthen cooperation with overseas exhibition organizers, learn the IPR laws and enforcement of host countries and reflect the requirements of China's participating enterprises.  The Circular also requests to enhance external negotiation on IPR abuse, develop overseas IPR protection and dispute settlement mechanisms and encourage enterprises to apply for, register and purchase foreign IPRs to avoid IPR disputes from the very source.
