In an interview with China Intellectual Property News while attending the Second Session of the 11th Chinese People's Political Consultative Conference on March 5, SIPO Commissioner Tian Lipu notes that it is the first time for Chinese Premier Wen Jiabao to lay equal stress on the IP strategy, the strategy of rejuvenating China through science and education and the strategy of reinvigorating China through human resources development in his Government Work Report. This will further promote the development of China's IP cause.

2009 is a key year to implement China's IP strategy. "Influenced by the international financial crisis, the world economic growth keeps decreasing, which also highlights the importance of IP," says Mr. Tian. One of the key work of the government in 2009 is to expand the domestic demand, promote growth, adjust structure and improve the level, and the important breakthrough during the process is the independent innovation. According to Mr. Tian, the IPRs obtained through independent innovation need utilization and protection, which needs the support of the IP system.

In his Government Work Report, Chinese Premier Wen Jiabao talks about IP three times and mentions brand twice, vowing to continue the implementation of the strategy of rejuvenating China through science and education, the strategy of reinvigorating China through human resources development and IP strategy.
