From May 31 to June 1, the Tenth Meeting of IP5 Heads of Office, the Meeting of IP5 Heads of Office with IP5 Industry and the Meeting of IP5 Deputy Heads of Office were held in Valetta, Malta. The meetings were chaired by Beno?t Battistelli, President of the European Patent Office (EPO). Attending the meetings were Shen Changyu, Commissioner of State Intellectual Property Office of China (SIPO), Michelle K. Lee, Director of the U.S. Patent and Trademark Office (USPTO), Yoshinori Komiya, Commissioner of Japan Patent Office (JPO), and Young Dae Lee, Deputy Commissioner of the Korean Intellectual Property Office (KIPO). Deputy Director General of the World Intellectual Property Organization (WIPO) John Sandage also participated as an observer.
The Year 2017 marks the tenth anniversary of the cooperation between the IP5 in the field of invention and the fifth year of cooperation between the IP5 and industry. During the meeting, the five heads concluded the achievements of the past ten years’ cooperation and discussed future cooperation. IP5 heads restated wishes to further promote cooperation between the five offices, to provide better services for users and the public, approved the cooperation vision of the five offices and signed 2017 joint statement.
According to the new vision, the five offices will conduct patent harmonization of practices and procedures, enhance work-sharing, provide high-quality and timely search and examination results and seamless access to patent information, in order to promote an efficient, cost-effective and user-friendly international patent landscape.
During the meetings, the IP5 heads also listened to the reports submitted by the Meeting of IP5 Deputy Heads of Office. They gave consent to the Global Dossier quality document, enlarging the shared network for the Global Dossier project, deliverable results progress under the framework of the Global Dossier, progress of patent harmonization expert group, the launch of PCT cooperated search and examination pilot project, the modification of patent policies and data of the five offices, and the report of statistical indicators for shared examination.
On the Sixth Meeting of IP5 Heads of Office with IP5 Industry held on May 31, Shen Changyu introduced the latest development of work at SIPO to the industry representatives from China, the United States, Europe, Japan and Korea. He also exchanged views with the other four offices and industry representatives on issues such as project management, comprehensive and precise patent search in the information era, intellectual property protection during the fourth industrial revolution, patent application in the form of XML, and work sharing. Chinese business representatives gave speeches on behalf of Chinese industrial circle.
During the Meeting of IP5 Deputy Heads of Office held on May 30, SIPO Deputy Commissioner He Zhimin, EPO Vice-President Raimund Lutz, USPTO Deputy Director Mark Powell, JPO Deputy Commissioner Masayuki Koyanagi, and KIPO Deputy Commissioner Young Dae Lee deliberated over the documents to be submitted to the Meeting of IP5 Heads of Office such as new cooperation vision and joint statement.
