On the morning of September 4, SIPO Commissioner Shen Changyu met with Eurasian Patent Office (EAPO) President Saule Tlevlessova and her delegation in Beijing. Both sides exchanged in-depth views on further deepening bilateral cooperative relations, and signed a Patent Prosecution Highway (PPH) Memorandum of Understanding and Data Exchange Agreement. Shen Changyu said that this was an important milestone on their cooperation and hoped to make it an opportunity for continuing and consolidating the two sides' friendly cooperative partnership, so as to further deepening the two offices' cooperation and jointly provide better service to intellectual property users.

Shen Changyu pointed out that SIPO and EAPO have traditional friendly and cooperative relations. Particularly since last year's meeting between heads of the two offices, both sides have been actively implementing the outcomes of the meeting, and co-host a series of events including the Symposium on European and Asian Patent Systems. With all these efforts, both sides have deepened mutual understanding and trust. He hoped that the two offices will further strengthen their cooperation, explore new cooperative approaches and directions, so as to promote the in-depth development of their cooperation and provide better service to intellectual property users.

Saule Tlevlessova highly appreciated China's achievements on intellectual property development. She said that China's achievements captured worldwide attention and demonstrated China's innovation vitality and rich talent reserve. In recent years, the two offices' deepening cooperation has generated rich achievements. She hoped that both sides further expand cooperation areas, deepen cooperation contents, and make more intellectual property users benefit from more convenient and efficient service.

In 2007, SIPO and EAPO signed a Memorandum of Understanding on Bilateral Cooperation and thus established their bilateral cooperative relations. For the PPH Memorandum of Understanding signed this time, a piloting project will be launched on April 1, 2018, which will help applicants from the two sides have their patents granted overseas as soon as possible. The signed Data Exchange Agreement will promote the dissemination and utilization of the two offices' patent data worldwide, further expand their data resources, help patent examiners better perform their patent examination responsibilities, and thus provide the public with better patent information service.
