Research Results on Intellectual Property Regional Arrangement Released

 

The IP regional arrangement is a key point in the process that IP promotes supply-side structural reform and in carrying out the innovation-driven development strategy. It is a decision-making tool to promote local economy transformation and upgrading and represents a complete change of IP working system and management mode at grassroots levels. It is also an inevitable demand by and important support for IP power construction and IP comprehensive management and reform. IP regional arrangement has been included in the National Intellectual Property Rights Protection and Utilization Plan during the 13th Five-Year Plan and National Strategic Emerging Industry Development Plan during the 13th Five-Year Plan. The core aim is, through analyzing development elements such as local IP resources, innovation resources and industry resources, to formulate resource allocation catalogues, explore solutions across the country and even the world for sources required by local economies development.

In 2015, SIPO selected seven regions to carry out the pilot work. By now, a consensus has been reached from the central government to local ones and from the governments to markets; a working system with joint efforts, departmental coordination and expert support was established; distinctive working modes and achievements were summed up. Theories and Policy Mechanism of Chinese Intellectual Property Regional Arrangement starts from regional analysis, follows a main line of the integration of IP and industry, discusses the mechanism that the optimization of IP regional arrangement promotes local industrial development and put forwards theoretical contents, theoretical basis, theoretical models, analyzing methods, function and realization, and goals of IP regional arrangement.
