On March 12th, as State Intellectual Property Office (SIPO) Commissioner Shen Changyu answered a reporter's question during the time of Minister's Passage in the Great Hall of the People, he stated that this year significant efforts shall be put forth in order to ensure proper legal amendments to patent laws. Reforms shall be carried out to tackle current problems in the protection of patent rights such as proof-providing difficulties, long periods, high costs, low compensations and deficient results.

"We shall continue to enhance administrative law enforcement in the fields of people's livelihood, the Internet and security to provide the public with a convenient, effective and inexpensive right safeguarding mechanism," said Shen Changyu.

During the last two years, China has consecutively achieved the "one million" figure in two aspects: the first one was to have received more than one million patent applications in a year and the second one is that the number of valid invention patents also surpass the one million.

Shen Changyu stated that, this year, measures shall be taken to construct an IP service platform, to realize IP transfer and transformation and to foster IP development in industries such as the new generation of mobile communication, intelligent manufacturing, biological pharmacy and the increasingly growing copyright industry.

Finally, Shen stated that more efforts shall be put to improve the distribution mechanisms of royalties and to tackle the existing problems on the "three rights", namely: ius utendi, ius fruendi and ius abutendi (proprietary, usufruct and disposition).
