On January 3, SIPO Commissioner Shen Changyu met Zhao Wen, Vice Mayor of Shanghai in Beijing. The two sides exchanged ideas and discussed the development of IPR in Shanghai over the recent years. Shen Changyu said that China’s IPR career has entered a new developmental stage. The thoughts about IPR in Shanghai are creative. And SIPO shall strongly support Shanghai’s effort on IPR to further promote the IPR developments in China.

Shen Changyu emphasized that in recent years, Shanghai gains remarkable achievements in city transition and building Shanghai into an international hub of economy, finance, shipping, and trade, which makes it play a leading and exemplary role. Shanghai has accumulated lots of good experiences and practices in pushing forward the innovation of administrative management mechanism for IPR in Shanghai Free Trade Zone, and accelerating the development of Shanghai’s IPR service industry. Shen Changyu said that we hope Shanghai can be a pioneer to achieve learnable, extensible, and replicable experiences to be implemented across the country. SIPO will also give support to the next-step IPR effort of Shanghai.

Zhao Wen said that, Shanghai has always been attaching great importance to IPR. They have determined the strategic goal of building Shanghai into an Asia-Pacific IPR central city by 2020, and raise requirements on high-end talent aggregation, IPR resources aggregation, strengthening IPR protection, promoting the development of IPR service industry, etc. To realize the strategic goal, Shanghai strives to give full play to the advantages of innovation, so as to achieve breakthroughs in IPR management mechanism, talent cultivation, etc.

It is introduced that, in recent years, to realize the goal of building Shanghai into an Asia-Pacific central city of IPR, Shanghai has made a series of efforts. In August 2012, the Shanghai Municipal Government signed an agreement of a new round of ministry-municipality cooperation with SIPO. Currently, focusing on ministry-municipality cooperation contents, Shanghai is giving great impetus to the strengthening of IPR creation, application, protection and management in China (Shanghai) Pilot Free Trade Zone.
