China’s IPR Protection Builds International Trust

 

On April 25, the State Council Information Office held a press conference in Beijing to make an introduction to China’s IPR development in 2012. In answer to a journalist’s question, SIPO Commissioner Tian Lipu said the work of IPR protection is long-term and complex. He pointed out that China’s IPR protection has made remarkable progress, and IPR protection needs cooperation between countries rather than confrontation.

Tian Lipu expressed that many foreign enterprises have showed their trusts in China’s IPR protection though some people thought it ineffective. A remarkable fact is that there are a large number of foreign enterprises submit patent and trademark applications in China in recent years. The growth rate of patent applications they have filed in China is far beyond the international average. At the same time, these foreign enterprises are actively making investment and establishing research and development centers in China. Meanwhile, Tian Lipu pointed out one phenomenon that was often overlooked, that is, many foreign enterprises have received a big sum of patent and trademark licensing fees and royalties in China. It is obvious that China’s IPR protection creates a sound environment for their development, which benefits them a lot.

In fact, China has made remarkable achievements in IPR protection since last year. According to the press conference, China has further strengthened its administrative and judicial protection in IPR. The General Office of Leading Group for National Cracking down on IPR Infringement and Counterfeit and Shoddy Goods improved the long-term mechanism of IPR protection, and launched special campaigns on key markets and areas. Meanwhile, the software legalization work was successfully carried out, the government agencies of China’s 31 provinces (autonomous regions and municipalities) completing the inspection and rectification on schedule. Moreover, the IPR judicial protection was enhanced.
