SIPO recently released the 12th Five Year Plan for patent examination (2011-2015). The plan reviews  challenges and opportunities for China's patent examination and clearly lays out strategy for concept and overall deployment during the 12th Five Year Plan. When the plan fully materialized at the end of the period, China's patent examination is expected on par with world leading IP offices.

According to the plan, China would conclude 1.85 million inventions, 3.2 million utility models and 3 million designs during the five-year span. In parallel, the duration of examination for invention would be reduced to 22 months while it would take only 3 months to complete a utility model or design application.
