Both the government work report delivered by Chinese Premier Wen Jiabao on March 5 and the 12th Five Year Plan for National Economic and Social Development (2011-2015) which was examined and passed at the 4th meeting of 11th National People's Congress (NPC), were issued on March 16. The two important documents highlight implementing IP strategy and building an innovation country. Under the plan, China's invention patents per 10,000 population would raise to 3.3 by 2015.
The year of 2011 marks the first year of the plan, China will firmly implement the national IPR strategy, step up IPR creation, application, protection and management, and stimulate innovative vitality of the public. Concerted efforts should be made to crack down on violations of IPR and manufacture and sales of counterfeiting or inferior quality goods, according to the report.
The plan consists of 60,000 words in 16 articles, stressing to implement IPR pledging policy, develop a technology property trading market, implement IPR strategy, improve IPR legislatioin system, strengthen IPR creation, application, protection and management, step up IPR enforcement.
