Jia Qinglin: Strengthen the protection for intellectual property in the Cross-Straits agricultural sector

 

Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference pointed out at the opening ceremony of the Cross-Straits Agricultural Cooperation Forum in the morning of October 17, that the people from both sides of the Taiwan Straits should strengthen the protection for intellectual protection in the agricultural sector and earnestly safeguard the legitimate rights and interests of the farmers.

Jia put forward 4 recommendations on further promoting the Cross-Straits agricultural exchange and cooperation.

First, endeavors should be made to optimize the environment and conditions for Cross-Straits agricultural cooperation.  In regard to Cross-Straits agricultural cooperation, we need to follow the law of market economy and the active guidance and energetic support of the administrators.  Moreover, we need all the care and support from all those concerned.  Currently, the important work is to further optimize the environment in order to promote the Cross-Straits agricultural cooperation.  To do this work well, we should work along two lines and strengthen both software construction as well as hardware construction.

Second, unified planning should be made in expanding the depth and magnitude of the Cross-Straits agricultural cooperation.  Initial achievements have been made in the Cross-Straits agricultural exchange and cooperation.  In the future, coordinated development should be conducted in depth and magnitude under the rational norm.

We will continue to expand the scope of cooperation and develop the grand agricultural cooperation in the fields of agriculture, forestry and animal husbandry as well as in production, supply and marketing.  Great efforts should be made to attract our farmer brothers from all the industries to take part in the exchange and cooperation, so that they will get the benefit.  We will promote the change of the form for agricultural increase.  We will make efforts to strengthen the independent innovation capability, pool the wisdom and get hold of the chances and accelerate the process of industrialization of science and research results and create agricultural name brands of the Chinese people.

Third, the interests of the Cross-Straits farmers should be earnestly safeguarded and developed.  Paying close attention to the well-being of the people and relying on the will of the people is the starting-point as well as the ending-point for promoting the Cross-Straits agricultural cooperation.  In the process of promoting the Cross-Straits agricultural cooperation, we will always put the interests of the Cross-Straits farmers in the first place and take their aspirations and requests as that of our own and exert maximum efforts to relieve their misgivings and tide over their difficulties and create convenient conditions.

Both sides of the Straits will strengthen the protection for intellectual property in the agricultural sector and earnestly safeguard the legitimate rights and interests of the farmers.  The relevant administrative and management organs within the mainland will intensify their efforts in supervising and managing the market and further standardizing the market, protect the name brands and interests of the Taiwan agricultural produce and maintain the fame and image of the mainland market.

Fourth, a Cross-Straits agricultural cooperation mechanism should be gradually established and perfected with a long-term perspective.  We will realize the rational resource distribution and the effective division of work and gradually establish a mutually-supplementary and mutually-benefit as well as a practical and effective cooperation mechanism that conforms with the objective law of economic development, and also meets with the requirement of deepening and expanding the Cross-Straits agricultural exchange and cooperation.
