Huang Jitao, former vice-minister of the Chinese Ministry of Science and Technology made an appeal to the current Sino-US Science and Technology Policy Forum held here on October 16 in the name of the said ministry.  Huang said:

"For the further development of the Sino-US science and technology cooperative relations, the US side should lift the ban on the export of high technology to China as soon as possible."  He also put forward 6 proposals concerning the creation of a sound platform and environment and further enhance the cooperation in the respect of intellectual property protection between the two countries.

The 6 proposals include:

--- Initiate the Sino-US science and technology cooperative strategic research, combine the goal and objectives of the science-technology work of the two countries and seek the new areas of cooperation, the new projects of cooperation and the new forms of cooperation that conform to the common interests and demands of the two countries.  Research and formulate a Sino-US science and technology cooperative plan that is clear in objective and salient in focus and probe into the research projects that should be initiated by the two sides.

---Continue to stick to and perfect the science and technology cooperation consultation mechanism and through the high level exchange and communication, promote the understanding and connection of the science and technology strategy as well as the priority areas for development, collect the resources and guide the all-round coordinated development of the Sino-US science and technology cooperation.

--- Energetically push forward the scientific and technological cooperation in the key areas, give priority to the development of the large-sized cooperative projects, involving global issues, such as in energy, information technology, biotechnology, nano technology, space and aeronautics and astronautics as well as in health medicine, environment and resources.

---Create a sound platform and environment for the scientific and technological cooperation between the two countries, and encourage the Chinese and the American scientists to conduct exchange and mutual visits, for which, the American side should attach great importance to and also solve the existing problems pertaining to the Chinese scientists' visa application to the U.S. as soon as possible, initiate the special plan for the Chinese and the American scientific and technical personnel for further strengthening the bilateral cooperation in the respect of intellectual property protection.

---Adopt policy measures, encourage the Chinese and the American enterprises, including the small and medium-sized enterprises which are well-developed in science and technology to take part in the Sino-US science-technology cooperation, support the Chinese and the American enterprises to establish a research and development center in the other's country, and promote the bilateral scientific and technological cooperation in the industries and corporate layer.

 

--- Explore the possibility of sponsoring the activities of China's Scientific and Technical Year in the United States, further foster close Sino-US science-technology cooperative relations, enhance the American public's all-round understanding of China's science and technology and also welcome the US side to sponsor similar activities in China.
