Zhang Qin met with U.S. Assistant Attorney General and his party

 

A few days ago, Zhang Qin, deputy director of the State Intellectual Property Office (SIPO) met with Thomas O. Barnett, visiting US Assistant Attorney General for Anti-Monopoly Affairs and his party.  Present at the meeting were Huang Qing, executive deputy secretary general of the Strategic Office of the State Intellectual Property, Song Jianhua, deputy director of the Department of Treaty and Law, SIPO, Li Sheng, professor of the People's University of China and the related personnel from the Division of Affairs of the Americas and Oceania, International Department, SIPO.

 

During the meeting, in-depth discussions had been conducted on deciding and preventing of the misuse of the intellectual property and the relationship between the protection of intellectual property and anti-monopoly.  Zhang Qin, through the citing of full, accurate and specific case-studies, discussed with the American guests how to decide the act of misusing the intellectual property.  He also made an analysis on the impact and losses incurred on the small and medium enterprises as a result of the misuse of the intellectual property and enquired about the U.S. laws in deciding the misuse of intellectual property as well as the penalty and remedial measures.  Thomas O. Barnett listened attentively to the viewpoints of and the issues raised by Zhang Qin and briefed the Chinese officials present the relevant U.S. laws and practices.  He also made comparison and explanation on how to decide the misuse of intellectual property and act of anti-monopoly.

 

Both sides exchanged views on specific issues and case studies in a friendly and sincere atmosphere.  This meeting has helped clarify some mis-understanding and enhanced understanding and paved a good foundation for the continuous exchange of ideas on preventing the misuse of intellectual property and anti-monopoly affairs in the future.
