According to the Principle of China's Medium and Long-term Development in Science and Technology in the Period of 2006-2020 declared by the Ministry of Information Industry, by 2010 China will have more software with independent IPR and establish a software industry equivalent to 5 percent global market share.

The document says that China will concentrate on 13 special projects such as integrated circuits, software, new components, new generation web net, internet and information safety technologies.

According to Mr. Wang Xudong, the Minister of MII, China will carry out its independent innovation within an open atmosphere rather than closing its door, and China will be actively engaged in international and regional cooperation and technological exchanges on the base of mutual benefits.

China's information industry is still in a primary stage, and faces a series of crucial problems in its further development, such as lacking core technologies and senior specialists and relying too much on foreign technologies.
