According to a statistic from Beijing IPR Protection Report, Complain and Service Center, more and more patentees, especially those off-duty inventors, have been cheated when they look for industrialization of their patent by someone with made-up stories or fake information. Therefore, a consultation mechanism is set up recently with Beijing Municipal IPR Protection Office taking the lead, so as to enforce the control and punishment to the increasing patent swindlers. Beijing Intellectual Property Bureau (BIPB), Beijing Industrial and Commercial Administration, Beijing Public Security Bureau as well as Beijing Committee of Science and Technology are the members of the mechanism.

 

According to BIPB, patent swindlers are always covered with a legal status, and more skillful in dealing with investigation. Although investigation to such kind of cases is quite difficult, especially when finding relevant evidences, these government departments are determined to closely cooperate to each other to combat this kind of crimes, especially those serious and big cases. Meanwhile, law enforcement department suggests off-duty patentees to carefully check the qualification of those intermediary agents, and keep all the written materials for evidences.
