On the morning of June 5th, the Chinese Academy of Science and the Chinese Academy of Engineering held a grand opening ceremony of the 13th  and the 8th member general assemblies respectively in the Great Hall of the People. Mr. Hu Jin-Tao, General Secretary of the Chinese Communist Party, Chairman of the Chinese Communist Party and the Chairman of Central Military Commission, attended the opening ceremony and delivered an important speech. Hu argued that the strategic decision that the Central leadership of the Communist Party and the State Department made to build an innovative country was based on the consideration of creating a new China by fully establishing a well-fixed society and developing socialism with Chinese characteristic. It is a requirement to grasp and continuously foster innovation-oriented scientific talents in order to uplift our capability of self-innovation and establishing an innovative nation. Moreover, it is also a requirement for realizing the goal for the development of the nation and restoring the greatness of the Chinese people. We must insist that human resources are the strategic concept of the first resource and make the goal of fostering innovation-oriented scientific talents as the strategic measures of establishing an innovative nation and accelerate our steps of building a cohort of innovation-oriented scientific talents.

 

In the beginning of the speech, President Hu Jin-Tao expressed his warmest congratulation to the opening of the convention and extended his greetings to the members of the two Academies and all of the people working in the scientific field around the nation. Hu pointed out that from the perspective of the development of technologies around the world, science and technology, especially the highly strategic ones, are gradually becoming the decisive power that influences the development of the economy and society. For this reason, they have become the focuses of the comprehensive national power. The great impacts brought about by the advances and development of technologies around the world have given us unavoidable, inescapable and severe challenges. We must continuously make our best efforts to catch up with other nations , accelerate the pace of self-innovation and strength the core competitiveness of the nation, stimulate the social productivity to realize the leap of the quality and strive to win and maintain the power to take initiatives for development in the fierce competitions in the international community. We have to pay more attention to the analysis of and responses to various challenges that might affect our nation's current and long-term development. Meanwhile, our emphasis should be placed on understanding and resolving the obvious dilemma and problems that may affect the development of our nation and rely more on technological advances and innovation to drive the good and fast development of the economy and society.

 

Hu also stressed that scientific technologies must always be placed as the first production power. We must insist on implementing the strategy of revitalizing (invigorating) China through science and education and the strategy of strengthening the nation by fostering talents. We must insist that economic establishment and social development must rely on science and technology, and the development of science and technology must face the guidelines of economic establishment and social development to devise important strategies and packaged measures for scientific and technological developments. We must drive the establishment of the national innovation system and strengthen the fundamental researches and high-tech cutting-edge researches. Also, we should continue develop relevant researches and speed up the process of transforming the knowledge and technology into the real productivity to provide powerful technological support for the development of our economy and society to truly convert the modernization of science and technology into the great momentum of restoring the greatness of the Chinese people.

 

Hu Jin-Tao pointed out that the key to establish an innovative nation lies in talents, especially innovation-oriented talents. We have to fully implement the guidelines of respecting the laborers, respecting the knowledge, respecting the talents and respecting the creation. Our basis is the need to establish an innovative nation by following the rules of the growth of innovation-oriented talents, getting talents together with businesses, fostering talents by realizing the goals, encouraging the talents with useful mechanisms and protecting the talents with laws and regulations in order to continuously develop and strengthen the cohort of talents in science and technology to create a rosy future of always having abundant talents.

 

Hu also pointed out that to foster innovation-oriented talents in science and technology is a systematic task. It requires joint efforts from all party committees, the government, authorities concerned, higher education institutions, science and technology graduate institutes and entire society. In this task, several important key-points have to be taken well care of. The first one is to set up a comprehensive system from the source of education. We should continue with further education reforms on the basis of our economic and social development, especially the requirement of the development of science and technology. The quality of education should be improved to establish an education system that is to the advantage of the fostering of innovation-oriented talents in science and technology. The second is to give equal opportunities when selecting talents and set up a healthy and purposeful management system and methodology. We must insist on identifying, discovering and fostering talents with fair competitions. In this way, we can provide excellent talents (especially the young innovation-oriented talents in science and technology) with more opportunities to demonstrate their capabilities. The third one is to improve the system and provide policy protection to carry out further systematic revolution of science and technology, to set up a sound system and mechanism of the fostering, utilization, evaluation, allocation and distribution of talents. We must break down the ideas, ways and systems that restrain the growth of talents and restriction on the exertion of functions and capabilities. The fourth goal is to conduct open-fostering and insist on the fundamental national policy of opening up the nation. At the same time, we should have more communications and cooperation in various forms with the international sci-tech circle in order to effectively utilize global sci-tech resources to absorb all the results of civilizations that mankind have created. The fifth one is to create an atmosphere in our society to educate the general public that scientific and technological innovations should be encouraged. We should promote and strongly campaign on the spirit of respecting and encouraging innovations and robustly support the bold spirit of innovating, pioneering and venturing. By fulfilling these goals, we can provide powerful cultural supports for creating a cohort of innovation-oriented team of sci-tech talents.

 

Hu Jin-Tao argued that top sci-tech talents, masters and leaders in the international community can stimulate China to foster high-quality innovation-oriented sci-tech talents and teams, create world-leading significant technological achievements and bring about the emergence of businesses with powerful competitiveness and brand-new industries. To foster innovation-oriented sci-tech talents, we first have to foster this sort of talents. And we should especially foster a group of young and middle-aged leading talents. Our science and technology industries are facing the important transformation period of realizing the development and advancement. Every devoted and ambitious sci-tech skilled talent in the country must seize this significant historical opportunity to devote your intelligence to the great task of establishing an innovative nation to realize the beautiful dream of our lives.

 

Hu Jin-Tao indicated that for the past long period of time, the members of the two Academies have been the leaders of all the scientific and technological talents all over the nation. They praise science, are highly devoted to their career, and have made immense contribution to the development of our nation’s sci-tech business and the economy and society. He hoped that the members of the two Academies can devote their enthusiasm in being the pioneer of scientific innovation and pin-point the serious sci-tech problems that are currently restraining the development of our economy and society. Moreover, Hu hoped that the members can combine the requirements of the country and macro-planning with free explores to persist with making innovations with originality, driving the advancement of core technologies, crucial technologies and the research and development (R&D) of integrated technologies. Moreover, Hu hopes that the members to keep progressing, learning, digesting and absorbing new knowledge before making any substantial innovation and steering the integration and cooperation of the industry, the academia and the research fields with the aim to realizing the great-leap-forward development of self-innovation capabilities and contribute to the establishment of an innovative nation.
