IBM VP Stallings Visits

March 1 2005, Deputy Commissioner Tian Lipu met Mr. Jim Stallings, Vice President for intellectual property and standard, IBM.  Mr. Stallings introduced IBM's practice in IPR strategy, open source code and standard and expressed his sentiment on China's constant efforts in improving IPR protection environment since IBM's presence in China.  Mr. Tian confirmed the Chinese government's priority in IPR protection though the country had a relatively short history of such protection.  At the end of last year, the threshold of criminal punishment was significantly lowered after the Supreme Court's issuance of a new judicial interpretation for IPR criminal offenses.  Protection was consequentially strengthened.  Mr. Stallings also expressed IBM would be happy to contribute to SIPO's developments by providing technologies and solutions.
