Oct.24 -- Recently, the CPC Gansu Provincial Committee and the Gansu Provincial Government held a provincial science and technology innovation conference to officially issue the Gansu Province's Measures to Support Science and Technology Innovation, which put forward a series of incentive measures for intellectual property (IP). 

The Measures covers six aspects and a total of 30 articles. In regard to the "Incentive mechanism of optimizing achievement transformation," it points out that the province should establish provincial IP trade centers to promote the development of IP services; improve the loan risk compensation mechanism for scientific and technological enterprises and include the patent pledge loans into risk compensation; supervise and urge enterprises and public institutions to establish reward and compensation system for service invention and implement the patent transfer, implementation of incentives and rewards as agreed with the patentees; promote the information disclosure of IP administrative punishment cases and the organic link between IP administrative protection and juridical protection; conduct patent insurance work, establish a risk mechanism between insurance institutes, guarantee institutions and banks and provide insurance premium subsidy for scientific and technological enterprises who participate in patent insurance.
