Jiangsu: Send IP Attaches to Key Overseas Markets

 

Sep.6 -- To promote the stabilized and positive development of foreign trades as well as to accelerate transformation and upgrading, the People's Government of Jiangsu Province recently issued Implementation Opinions on Promoting Stabilized and Positive Development of Foreign Trade (hereinafter referred to as Opinions), which pointed out that the protection of the intellectual property rights (IPR) of foreign trade should be strengthened, while intellectual property (IP) attaches should be sent to key overseas markets, internationally famous brands need to be developed and more support should be given to the international registration of trademarks of enterprises.
   
A province known for its IP and large number of foreign trades, Jiangsu has received 8489 patent applications submitted through the patent cooperation treaty (PCT) by the end of 2015, and the effective registrations of Madrid Trademark reached 1171, both of which ranked third nationwide. During the same period, the total foreign trade value in Jiangsu reached 545.61 billion dollars, while the export value reached 338.67 billion dollars, both of which ranked second nationwide. Under the circumstances when the total value of the province's foreign trade fell, the export value of intellectual property-intensive products showed a modest increase. For instance, the export value of mechanical and electrical products reached 224.75 billion dollars, with an increase of 1.5%, taking up 66.4% of the province's export value, and increased 1.6 percentage points compared to the same period last year. 

In late years, Jiangsu has been actively promoting the international communication of IP. The provincial government has signed Memorandum of Understanding with the United States Patent and Trademark Office (USPTO) and the Korean Intellectual Property Office (KIPO) successively to strengthen cooperation in cultivating IP talents and utilizing information. It has also built cooperative mechanisms with countries and regions such as UK, Germany, Japan, Australia and New Zealand; collaboratively built Sino-Europe IP Transfer Center with industrial clusters from UK and France; organized more than 200 IP management and law enforcement personnel to receive training in America and Europe; organized more than 1000 enterprises to study foreign IP protection systems and successfully held the Asia-Pacific Intellectual Property Forum, the Zijin International IP Symposium and the Sanjiang Intellectual Property International Forum, hence opening a new prospect of global orientation and open development.

On the basis of reality, the intellectual property office of Jiangsu Province will respond to the requests of the Opinions in its next step by strengthening cooperation with industry and commerce departments, the science and technology office, the customs and the commercial departments to work on the same direction, take various measures and implement comprehensive strategies to display the motivating and protection functions of IP system for innovation, providing guarantee to enterprises in their "going global", promoting the innovative development of foreign trading and realizing the stabilization and positive development of foreign trade.
