Jul.15 (China Daily) -- In one of the latest provincial IP strategies, the Heilongjiang government has proposed to build a China-Russia IP service center and launch a cross-border IP service covering Russia, Mongolia and northeastern Asia. The strategy includes 32 guidelines covering areas including IP creation, application, protection, management and service. Wu Zhongan, a deputy director of the provincial IP office, said the strategy will be market-oriented and aim to encourage innovation.
