A plan recently released by the provincial government calls for the number of annual patent applications to surpass 25,000 by 2015, an average growth rate of more than 12 percent.

The plan envisions the number of invention patent applications will hit 8,000 annually by 2015, an average growth of 15 percent.

A number of market-oriented policies have been adopted to encourage local companies and research institutes to commercialize patents.
