Local authorities recently announced a blueprint for development of science, technology and emerging industries over the 12th Five-Year Plan (2011-2015).

In the coming five years, the city aims to become "a technical innovation hub and technology commercialization base in the upper reaches of Yangtze River ", according to the plan.

The government will build a patent database to improve its intellectual property strategy and attract investment.

The plan also encourages local companies to apply for patents overseas.
