Local authorities announced at an intellectual property conference held last week that they will ensure all State-owned enterprises in the city use legal software within two years.
The move comes in response to a national campaign against IP violations initiated by the State Council late last year.
"We will first ensure the city's government agencies use genuine software and then move to enterprises," according to the announcement.
Shanghai also plans to announce new IP strategies in June, according information released at the conference.
