The People's Government of Xinjiang Uygur Autonomous Region recently held a press conference, declared that "Intellectual Property Strategy Outline of Xinjiang Uygur Autonomous Region" (the Xinjiang Outline) had been recently promulgated. The Xinjiang Outline pointed out that the quantity of patent ownerships of Xinjiang in 2015 would enter into the front row of the Northwestern China.

It was said that the Xinjiang Outline would follow the guidance of the one principle, i.e. innovation encouragement, effective deployment, protectection according to law, and scientific manage ; highlight the two focuses, i.e. focusing on advantageous resources transformation strategy and building distinctive brands; promote the three breakthroughs, including making breakthrough in the training of a group of large competitive enterprises with independent intellectual property rights, in the institution-building of IP working mechanism, in the intellectual property rights incentives mechanism; realize the four improvements, i.e. to work hard to achieve the comprehensive improvement of the capability and level of IP creation, utilization, protection, management in Xinjiang.
