Recently, Henan Province's 7 Departments jointly issued the Henan Province's Working Guidance on SMEs' Financing and officially launched the SMEs IP financing work.

The Guidance specified that when carry out the financing for SMEs, they should follow the working guidance with co-ordination as its focus, persist in innovation and development, and providing service centering on SMEs. Through the SMEs IP financing pilot projects, we hope to explore innovative financing mechanisms embodied the value of IPR in Henan Province; to effectively ease the province's innovative SMEs' IPR financing pressure, and to establish and improve the financing system of intellectual property rights of Henan Province. We would work hard and strive to provide IP training to 50 companies that plan to go listed and expand their scale of the assets in three years; recommend 30-50 patented technologies for IPR pledge financing so as to achieve the patent industrialization; establish IPR pledge financing project management database, support the construction of 10 patent display and transaction hatcher agencies, and gradually build up the financial service platform for IPR in Henan Province.
