On November 25th, deputy directors of Shanghai Municipal People's Congress Zhou Yupeng and Hu Wei led the NPC Standing Committee members, district leaders and city's people's congress standing committee members to conduct research on the security of the important regions in Expo's neighborhoods and Expo's IP protection situation. Seminars were held for relevant government departments to present their reports.

In order to strengthen intellectual property protection of the World Expo, the Shanghai Municipal Government and related departments have already formulated a series of supporting policies. Meanwhile, Shanghai industrial and commercial system vigorously investigated and dealt with violations of World Expo trademark. They had charged 84 Expo logo-related cases, and transferred 23 criminal cases to the public security departments with 23 criminals involved; Shanghai Copyright Bureau, Shanghai Cultural Law Enforcement Team and Shanghai Traffic Law Enforcement Corps jointly launched the special action of “ Welcoming World Expo, Fighting Against Piracy”; Shanghai IP Administration started the “Thunderstorm” and “Skynet” special actions for IP protection. Shanghai's superior court, and Shanghai Procurator's Office already proposed opinions on services that would ensure the successful convening of the World Expo. A World Expo Court had been established in Pudong New District.
