In order to implement the national IP strategy and make efforts to improve its regional and corporate IP advantages, Qinyang Municipal Government of Henan Province recently issues the Plan of Qinyang City on IP Strategy (2008-2020) (hereafter referred to as the Plan). The three features of the Plan lay the foundation for the development of the city's IP economy.

The government actively participates in improving the system of the Plan. Leaders of Qinyang City have made important instructions and detailed deployments to the researches and formulation of the Plan on several occasions, requiring promoting IP economy to a new height and exploring new ways for leap-forward economic development. The practice lays a solid basis for the energetic development of IP economy.

During the process of formulating the Plan, Qinyang summarizes all the bottleneck problems and explores solutions firmly around the overall situation of social and economic development, under the principle of "deepening investigations and researches, analyzing and mastering problems in an all-round way and making scientific and reasonable planning", and on the basis of analyzing and researching the status quo of the industrial and agricultural sectors and the existing traditional industries in Qinyang. Related departments try to resolve every single detailed problems and doubts in the process to ensure the Plan suitable for the reality of the city, clarifies the short-term and long-term indexes and form a set of well-arranged planning mechanisms with goals in different phases, putting emphasis on its implementation.

Paying attention to supervision and assessment concurrently ensure the Plan forcefully. The Plan includes the IP work into economic development, scientific and technological progress and the system of appraising and assessing cadres' performances. Targeted responsibility of IP work of leading cadres is to be implemented so as to include the main indexes of IP work such as the number of patent application, the number of trademarks registered and IPR administration, implementation and protection into the system of assessing the goals of scientific and technological progress and construction of various towns and related departments; the evaluation mechanism of patent input/output will be established to make the elements such as the numbers of patent applications and grants, patent investment and the benefit of patent implementation the important indexes of assessing corporate and regional innovation capacity. Measures will be taken to disintegrate the goals of the pilot project into detailed tasks for various departments and towns. At the same time, the municipal leading group of IP work should strengthen supervision and direction to the implementation of the Plan, collect related analyses and assessments regularly, research and resolve the new situations and new problems during the process of implementing the Plan, and ensure the Plan to be implemented effectively according to its own developing principles.
