Lucheng District of Wenzhou City, Zhejiang Province recently formulates and issues the Opinions of the People's Government of Lucheng District of Wenzhou City on the Implementation for the National IP Strategy (hereafter referred to as the Opinions). The issuance of the Opinions is of great significance in terms of transforming the district's development mode, alleviating the restraints of the resource environment and lifting the regional core competitiveness for the great goal of constructing a well-off society in an all-round way.

The Opinions puts forward new requirements to the district's working goal on IP. During the 11th Five Year Plan period, the average annual growth of the district's patent application amount should exceed 5 percent and the average annual growth of patent authorization quantity should exceed 10 percent. The average annual growth of the application amount of patent of invention should be more than 10 percent and the average annual growth of the authorization quantity of patent of invention should surpass 15 percent. Measures should be taken to foster 15 patent demonstration enterprises of the provincial level and construct Lucheng District into a regional IP demonstration urban district of provincial level.

The Opinions also makes detailed deployments on some key work of implementing the national IP strategy: strengthening the scientific and technological works on the basis of IP work, intensifying IPR protection, actively launching the promotion project of IP strategy and strengthening the construction of IP supporting system.

The Opinions puts forward the key measures to ensure the efforts of supporting the IP work for the implementation of the national IP strategy. Since 2008, Lucheng District will earmark at least 8 percent of its scientific and technological financial budget annually to establish a special patent fund. Meanwhile, the district also increases its reward to patents granted at home and abroad, continue the patent implementation prize (invention prize) and the system of rewarding patent demonstration enterprises, and implement the policy of scientific and technological fund to financially supporting the industrialization of patented technologies, the system of financially assisting the patent application of the Patent Cooperation Treaty and the mechanism of rewarding IP talents.

From 2005 to 2007, Lucheng District totally granted 3,428 patents, including 71 patents for invention, 1,253 patents for utility model and 2,104 patents of design with the annual patent authorization quantity exceeding 19 patents per ten thousand people. The district is among the best cities, counties and districts of Zhejiang Province in terms of the number of patents granted, which also increases annually. Currently, the district has 10 "Patent Demonstration Enterprises of Provincial Level", 14 "Patent Demonstration Enterprises of Municipal Level" and 19 demonstration (pilot) enterprises of district level. IPR protection work is highly valued by enterprises in the district.
