IP Early Warning System in Advantageous Industries Established in Liaoning Province

Sources from Liaoning Information Industry Department show that IP early warning system has been established in hi-tech areas such as the development of Machine Tool Numerical Control System and photovoltaic industry so as to reduce the IP-related disputes and maintain healthy industrial development. Currently, the system is widely promoted in some advantageous areas in Liaoning Province such as equipment manufacturing. The unified and authoritative IP early warning system is established by IP authorities.

In recent years, foreign-related patent disputes happened in China frequently in products such as lighter, motorcycle and DVD player. With the increase of the scale, the disputes cover wider areas and have influenced the development of some industries. According to related heads of Liaoning Provincial IP Administration, some enterprises research and produce some hi-tech products in isolation and do not know other enterprises have developed such products and have applied patents before them. Under the current circumstance that the industrial scales are expanding, it is very important for enterprises to protect themselves by avoiding such IPR "entrapments".

The IP early warning system is established to solve all these problems, including strengthening the researches on the IP developing trends in the advantageous industries of Liaoning Province such as equipment manufacturing and IT industry and the status quo of foreign technical barriers to trade, integrating resources from various aspects to establish a complete mechanism of patent information collection, analysis, publication and feedback, timely guiding enterprises to adopt effective measures to cope with IP barriers in international market and eliminate IP potential risks, and giving advices to enterprises during the processes of project initiation, technological research, product development, patent application, technology import and export and patent infringement dispute.
