Recently, the Huilongsen Working Station of the Report and Complaint Service Center for IPR Protection of Beijing Economic-Technological Development Area (hereafter referred to as Huilongsen Working Station) is formally established, indicating the formation of the three-level vertical platform system of municipality, district and industrial park of IP report and complaint of Beijing.

The contract signing and opening ceremony is jointly held by Report and Complaint Service Center for IPR Protection of Beijing Economic-Technological Development Area and Huilongsen International Business Incubator (Beijing) Co. Ltd. The establishment of the three-level vertical platform system of municipality, district and industrial park of IP report and complaint of Beijing is of great significance in deepening the understanding of enterprises, providing highly effective services and promote industrial development. It can also lend experience in constructing the information platform of IPR protection.

On the basis of the three-level report and complaint service platform of municipality, district and industrial park combining IP administrations of various districts and counties, industrial parks and Beijing 12312 hotline, district and county level IP administrations and industrial parks can know better about the status quo of IPR protection in various enterprises, launch trainings and strengthen their capacities of enterprise IPR protection and administration through questionnaires and interviews; it can also help support a batch of influential key enterprises in industrial parks, guide enterprises to consciously strengthen the working atmosphere of IPR protection, establish the database of IPR protection experts, deepen the discussions on some specific types of typical IP problems emerged in routine work and promote the further perfection of IP laws and regulations.

In 2007, the report and complaints service centers of Beijing Economic-Technological Development Area, Beijing (Chaoyang) CBD Function Zone and Zhongguancun Science Park come into service in succession. During the one year operation, they have been recognized by enterprises in these parks. In order to bring the roles of these parks into full play, improve enterprises' awareness of participating in IPR protection and deepen the work of IPR protection, the idea of establishing park-based service station on the platforms of district and county-level IP administrations and industrial parks based on incubator service institutes gradually comes into being after a series of investigations.

Representatives from more than 20 enterprises such as Sinocelltech Ltd. and Aesthetic Group attend the ceremony.
