Ningbo Science and Technology Bureau and Ningbo Central Sub-branch of the People’s Bank of China jointly issue the Implementation Opinions of Ningbo City on IPR Pledge Loan (hereafter referred to as the Implementation Opinions), broadening the financing channels for small and medium-sized sci-tech enterprises (SMEs).
In recent years, the new and high-tech industry in Nongbo City maintain vigorous developing impetus. Most SMEs have comparatively greater innovation capacity and developing potentials, but financing is one of the major challenges for them. The Implementation Opinion provides a solution for enterprises that lack of funds in transforming their patented technologies, and a financing channel to support patented projects with higher technology contents and promising market prospects and promote the transformation of excellent patented technologies.
According to the Implementation Opinions, the borrowers should be the legal persons of enterprises, other economic organizations and private enterprises that are registered at administrative departments for industry and commerce according to law and are engaged in business operation. To get the loans, the borrowers should have effective patent certificates, be honest and faithful and have the capacity of paying off the principals and interests, and should be assessed by patent rights assessment organizations.
The Implementation Opinion will lead to the win-win situation for both financial organizations and enterprises with independent IPR, and explore a useful way to help sci-tech SMEs out of the difficulties of financing in Ningbo City.
