On December 13, Zhang Qin, Deputy Commissioner of SIPO, and Liu Yingli, vice mayor of Shenzhen, representing SIPO and Shenzhen Government respectively, signed the cooperation agreement concerning joint building IPR city by SIPO and Shenzhen Government.

Joint building national IPR city by SIPO and local government is a key manner to enhance IPR protection in the locality. It is beneficial to combining the local IPR requirement and national IPR work arrangement, to integrating the IPR resources of the center and local government, to optimizing the industrial construction of Shenzhen to upgrade its competitive strength, as well as to rational overall arrangement of the national IPR force.

Shenzhen has gained the remarkable achievement on IPR protection, providing the valuable experiences in many aspects, such as completing IPR management system and protection mechanism, as well as strengthening IPR system building, etc. In China, Shenzhen is one of the earliest cites to formulate and implement the local IPR strategy, the first city to introduce local IPR index system, and also the first city (and the exclusive city) to combine and manage the two systems of patent and copyright as one.
