The government of Hangzhou, capital of East China's Zhejiang province, is offering financial aid to intellectual property service providers and encouraging them to provide small businesses with free patent services. The services include filings, licensing and transfer, patent-collateralized financing and protection of rights. The local government said the move will help small businesses improve their capabilities in IP creation, use, protection and management.
