The Supreme People's Court announced earlier this month that it will support Hainan to found a division of a local court dedicated to intellectual property cases and to establish an international IP trading center. The supreme court encourages local judicial teams to promote an open, fair market environment. The move is in response to a policy issued by the State Council in April to support Hainan's comprehensive reforms and opening-up.
