Zhou Qiang, head of China's Supreme People's Court(SPC) with Samuel Alito, the chief justice of the supreme court of the United States in Beijing on September 14.
Zhou introduced China's legal construction and court works to Samuel Alito. Zhou said that China is committed to legal construction and believes that it is basic that a country should be governed by law. At present, China's courts at all levels are emphasizing judicial system reform, promoting fairness and justice in each proceeding.
The Supreme People's Court has implemented 65 reform measures to establish fair, transparent and convenient judicial power, and to standardize and professionalize judicial personnel, ensuring the people's courts independently and impartially exercise judicial power according to law.
To strengthen protection of intellectual property rights, China has established courts of intellectual property in Beijing, Shanghai and Guangzhou.
Zhou noted that with the deepening of judicial publicity, China's top court has built platforms for trial procedures, document filing and executive information to ensure the transparency of justice. The top court has constructed the biggest website in the world for sharing of legal proceeding documents. It has also initiated live webcasts of court hearings to make judicial processes and results made in accordance with the law open to the public.
The Chinese courts are strengthening informatization construction to improve judicial efficiency and increase pubic convenience.
Under the current background of economic globalization, countries around the world are facing many common challenges. Zhou hoped that China and the United States will further cooperate in judges' training and development of legal expertise in areas such as bankruptcy law.
Samuel Alito praised the achievements of China's judicial publicity and informatization construction. He said that although the American and Chinese judicial systems differ, they also have something in common. The supreme court of the United States is willing to deepen cooperation with China's top court.
