The 18th CPC National Congress opened on March 8. On behalf the 17th CPC central committee, Hu Jintao delivers a report named "March on the path of socialism with Chinese characteristics and strive to complete the building of a moderately prosperous society in all respects" at the opening ceremony of the congress. Hu stresses implementation of IPR strategy in his report. This is the second time for IPR strategy to be seen in the party report following its debut at the previous 17th CPC national congress.

The theme of the congress is to "hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, free up the mind, implement the policy of reform and opening up, pool our strength, overcome all difficulties, firmly march on the path of socialism with Chinese characteristics, and strive to complete the building of a moderately prosperous society in all respects."

"Taking economic development as the central task is vital to national renewal, and development still holds the key to addressing all the problems we have in China. Only by promoting sustain and sound economic development can we laid a solid material foundation for enhancing the country's prosperity and strength, improving the people's well-being and ensuring the social harmony and stability, we must adhere to the strategy thought of development is the cardinal principal." Said Hu.

The report consists of 12 parts. Hu stresses to accelerate the improvement of socialist market economy and change the growth model.

In contemporary China,pursuing development in a scientific way best embodies the thinking that the only development counts. Taking the pursuing the development in a scientific way as the only underline guideline in accelerating changing the growth model as the major tasks is the strategic choice we have made for promote the China's overall development. In response to change the both domestic and international economic development, we should speed up the creation of new growth model and ensure that development is based on improved quality and performance. We should fire all types of market participants with new vigor for development, increase motivation for pursuing innovation-driven development, establish a new system for developing modern industries, and create new favorable conditions for developing the open economy.

Implement the strategy of innovation driven development. Scientific and technological innovation provides strategic support for raising the productive force and overall national strength, we must give top piority and in overall national development. We must adhere to the path of independent innovation with Chinese characteristics, design and promote innovation with a global perspective. We should increase our capacity for making regional innovation and integrated innovation for making further on the basis of absorbing overseas advanced science and technology. We should deeply reform the system of science and technology system, speed up the development of innovative system building, and make efforts to establish a technological innovation system in which the enterprises play a leading role, the market pulls the way and enterprise and university and research institution work together. We should speed up knowledge-based innovation system, launch coordination science and technology project and implement the IPR strategy and condense the wisdom and strength of the whole society into innovation and development.

We should facilitate economic structural adjustment, Which is vital in accelerating economic growth model. Great efforts should be made to improve demand patterns, optimize industrial structure, promote regional coordination development and facilitate urbanization. We should carry out industrial restructuring to reslove the prominent problems that constraining the economic development.
