During the 12th Five-year Plan period, China will intensify efforts in embracing IPR professionals and other high-end talents of relevant service industry to accommodate its need in adjustment of economic and industrial structure, according to a plan released by the Ministry of Human Resources and Social Security. Over 20,000 overseas returnees have realized their entrepreneur dreams.

Up to now, China has built more than 150 pioneering parks specifically for these returnees, housing 8,000 such enterprises. In Baotou Rare Earth National Development Zone, 24 projects engineered by overseas returnees have hauled in 1.89 billion yuan capital and produced 200 patent applications.
