In a bid to facilitate bold innovation and make a breakthrough in cutting edge technology of strategic new industry, the 12th Five Year Plan for Strategic New industry Development, headed by the National Development and Reform Commission (NDRC) will be formulated recently.

Accelerating to foster the new industry with self-reliant IPRs is significant for China's sustainable development, said a NDRC principal. New economic growth from a higher point when the new industry featuring intellectual property and technology-intensive, low resources consumption and good economic benefit is developed. The new industry fares well by making breakthrough in essential technologies and developing some self-reliant IPRs in recent years. During the 11th Five Year Plan, the annual average growth for biology and energy conservation and environmental friendly industry all exceeded 20%, laying a solid foundation for the development of new industry.
